When editing and using the Rotate tool, you can change the anchor point by dragging the
x to a different location. You can also add a snapping anchor point by using the s key. If
you press s once it shows up as a + and press it again it goes away. Once it appears, you
can drag it the same way you did the anchor point and it will then become a snapping
point. Now when you rotate the element it will be based from the anchor point and snap
along the snapping point.
